preliminare. Il vero motivo per cui la realizzazione e gestione del progetto
non &egrave; affidata a soggetti privati sta proprio nella difficile
affidabilit&agrave; delle stime dei costi dell&#8217;opera ma soprattutto d=
ei
flussi. L&#8217;esperienza dell&#8217;Eurotunnel e del Ponte sull&#8217;Ore=
sund
ha fatto scuola. Proprio le stime sbagliate hanno prodotto per il Tunnel so=
tto <st1:PersonName

miliardi di Euro e una gestione catastrofica tanto che il Direttore General=

dell&#8217;Appennino calabro (e una spesa ancora non stimata ma di diverse

are a
percorrere la vecchia linea e comunque andare oltre Villa San Giovanni per
intraprendere un lungo giro capace di superare con pendenze minime i <st1:m=

spesa. E allora chi meglio delle Ferrovie pu&ograve; garantire un esborso
sicuro, per di pi&ugrave; se gi&agrave; impegnata nella &#8220;partita&#822=

in quanto finanzia i nuovi collegamenti tra il Ponte e le linee esistenti e=
 ha
gi&agrave; garantito l&#8217;aumento di capitale della Societ&agrave; Stret=
to
di Messina.<o:p></o:p></span></p>

cute;
le previsioni di traffico, a opera realizzata, purtroppo non sono incoraggi=
anti
e non bastano a garantire gli investitori. I dati dell&#8217;ultimo anno
confermano una tendenza oramai strutturale nei trasporti che partono dalla
Sicilia, crescono con numeri a doppia cifra i traffici merci via nave e
passeggeri con aereo, mentre calano quelli attraverso lo Stretto. Proprio p=
er
scongiurare la concorrenza i pedaggi per le auto e i Tir verranno tenuti ba=
ssi
sul Ponte al contrario di quanto avverr&agrave; per i treni. <o:p></o:p></s=
pan></p>

accelerare il processo di liberalizzazione da completare per i passeggeri
gi&agrave; nel 2011; a separare la propriet&agrave; e gestione della rete da
quella dei treni che circolano (oggi RFI e Trenitalia), che domani dovranno
vedere concorrenza tra operatori. Le conseguenze saranno tariffe pi&ugrave;
alte per i cittadini e le merci oppure minori investimenti sulla rete. <o:p=

Stato (per non aumentare il debito pubblico) e rinviare di alcuni decenni la
restituzione degli oneri sugli interessi e sull&#8217;aumento dei costi. In
questo modo la spesa per l&#8217;opera verr&agrave; rinviata alle future
generazioni.<o:p></o:p></span></p>

pedaggi molto bassi per auto e Tir) e sempre in direzione Nord-Sud. Ma &egr=

fuori dal tempo ragionare con un ottica rispetto ai collegamenti nel
Mezzogiorno, come se l&#8217;unica direttrice sia sempre quella verso Nord,
quando si ragionava ancora con l&#8217;idea di avvicinare il bacino di mano
d&#8217;opera e l&#8217;interscambio di prodotti alimentari e lavorati. Ogg=

rilevanti riguardano proprio gli spostamenti interni, tra Bari e Reggio, tra

manutenzione, adeguamenti e potenziamenti con investimenti rilevanti. Il Su=
